Terms of Service

These Terms of Service (the “Terms”) govern the use of the online service MVPN (the “Service”) provided by the Administration.

By using the Service, including launching the bot, registering, paying for services or obtaining access to materials, the User confirms that they have fully read these Terms and accept them in full. If the User disagrees with the Terms, they must stop using the Service.

1. General provisions

  1. 1.1. These Terms govern the use of the MVPN online service provided by the Administration.
  2. 1.2. By using the Service, including launching the bot, registering, paying for services or obtaining access to materials, the User confirms that they have fully read these Terms and accept them in full.
  3. 1.3. If the User disagrees with the Terms, they must stop using the Service.

2. Nature of services and digital goods

  1. 2.1. The Service provides digital goods and services of an intangible nature, including but not limited to: informational materials, training programmes, consultations, digital products and support services.
  2. 2.2. Materials provided through the Service may include:
    • information from open sources;
    • original materials of the Administration and/or third parties;
    • analytical reviews, curated selections, recommendations and structured data.
  3. 2.3. The User understands and agrees that the value of the digital goods and services lies in their systematisation, analysis, presentation, accompaniment, support and updates, and not in the exclusivity of any individual fragments of information.
  4. 2.4. The Service does not claim or guarantee uniqueness, exclusivity, or unavailability of individual elements of materials outside the Service.

3. Disclaimer of warranties and liability

  1. 3.1. The Service is provided on an “AS IS” basis.
  2. 3.2. The Administration does not guarantee:
    • that the Service will meet the User’s expectations;
    • any financial, commercial, professional or other outcomes;
    • uninterrupted and error-free operation of the Service.
  3. 3.3. The Administration is not liable for:
    • any direct or indirect damages, including loss of profit;
    • consequences of the User’s application of received materials;
    • acts or omissions of third parties;
    • temporary technical failures and access restrictions.
  4. 3.4. All decisions on the application of materials, recommendations and services are made by the User independently and at their own risk.

4. Lawful use

  1. 4.1. The Service is not intended to encourage, organise or facilitate unlawful activity.
  2. 4.2. The User undertakes to use the Service exclusively within the limits of applicable law and the rules of third parties.
  3. 4.3. Responsibility for the lawful use of the Service’s materials and services rests entirely with the User.

5. Intellectual property

  1. 5.1. All materials hosted on the Service are protected by intellectual-property law.
  2. 5.2. The User is prohibited from copying, distributing, reselling, transferring to third parties or otherwise using the Service’s materials without the rights-holder’s permission.
  3. 5.3. Violation of intellectual-property rights may result in restriction of access to the Service without compensation.

6. Restriction of access

  1. 6.1. The Administration may suspend or restrict the User’s access to the Service in the event of:
    • violation of these Terms;
    • detection of abuse;
    • requirements of law or of payment providers.
  2. 6.2. Restriction of access does not release the User from previously incurred obligations.
  3. 6.3. The Administration reserves the right to refuse service to Users whose actions may create elevated risk for the Service, payment providers or third parties.

7. Payments and refunds

  1. 7.1. Payment for services and digital goods is made on the conditions stated in the Service prior to payment.
  2. 7.2. Due to the intangible nature of the digital goods and services, refunds after access has been granted are not provided, except in the cases listed below.
  3. 7.3. A refund is possible only if:
    • the service was not rendered due to a technical fault of the Service;
    • access to the digital good was not in fact granted.
  4. 7.4. To request a refund, the User must contact support within 24 hours from the moment of payment.
  5. 7.5. The decision on a refund is made by the Administration on a case-by-case basis.
  6. 7.6. The User confirms that they undertake not to initiate a chargeback via payment systems without first contacting the Service’s support.

8. Confidentiality

  1. 8.1. The Administration may collect the minimum technical data necessary to operate the Service.
  2. 8.2. The Administration takes reasonable measures to protect data but does not guarantee absolute security of transmitted information.

9. Changes to the Terms

  1. 9.1. The Administration may amend these Terms.
  2. 9.2. The current version of the Terms is published in the Service.
  3. 9.3. Continued use of the Service constitutes the User’s acceptance of the updated Terms.

By using the Service (including by launching the bot and/or entering the /start command), the User confirms that they have read these Terms and accept them in full.
